When a GitHub Pages deployment remains queued without any jobs, I'd first determine whether the problem is with the workflow or the Pages deployment coordinator.

1. Inspect the Actions run and confirm whether any jobs were created.
2. Check the run's logs and status through the GitHub Actions API.
3. Compare the failed run with the last successful deployment.

5. If the problem persists, contact GitHub Support with the run ID and relevant timestamps.

I'd avoid changing the Pages source configuration without first understanding the impact, especially if the current website must remain available.
